The City of Madrid has approved this Monday the new Sustainable Mobility ordinance that will progressively convert the capital from January 1, 2022 to 2025, into a great Low Emissions Zone (ZBE), as required by the Climate Change Law in cities with more than 50,000 inhabitants. The norm fixes the defects of form of Madrid Central, the star measure of the mandate of Manuela Carmena which was annulled by the Supreme Court (TS) in May.
The restriction to the most polluting vehicles, that is, those that do not have environmental badge -gasoline vehicles registered before 2000 and diesel before 2006- will be done gradually until its total ban on January 1, 2025, also for those registered in the capital.
Thus, from January 1 of next year, the rule establishes that all these polluting vehicles that are not registered with the Madrid City Council will be prohibited from accessing and circulating on urban roads. inside the M-30. The control will be carried out by agents of the authority, but with a two-month notice phase in which there will be no sanctions but a communication to the offenders. A year later, they will not be able to access or circulate on the M-30 either. On January 1, 2024, the prohibition extends to all urban public roads in the municipal area for those who are not registered in Madrid. In 2025, neither residents nor non-residents They will be able to circulate if your vehicle does not have a badge.
Downtown District and Plaza Elíptica
With the new ordinance, the City Council will create two Special Protection Low Emission Zones (ZBEDEP) with the aim of improving the air quality: Downtown and Plaza Elíptica. The first, now called the Central District and which affects the same perimeter as the now defunct Madrid Central, will come into force next week, when the text is published in the Official Gazette of the Community of Madrid (BOCM).
The access control it will continue to be done through the video surveillance cameras already installed and with the support of municipal police and mobility agents. In the area, as it was established until the TS overthrew Madrid Central, only cars with an ECO label and Zero emissions can circulate. Those with a B or C badge can enter if they go to a car park. Violators caught on camera will receive a official communication explaining what they have done wrong, but will not be fined during the two months notice. Of course, if it is an agent who stops a vehicle and does not meet the environmental requirements, the driver can be fined from next week.
Neighbors continue to have 20 invitations to distribute among family and / or friends and they do not have to communicate the registration of their car, since they have already informed the City Council when it was necessary for Madrid Central. Merchants, on the other hand, must do so, since from now on they can access up to three different vehicles per establishment. The three license plates associated with a venue can be changed monthly. Speed: two-lane streets and schools
In the streets that are of single platform, that is to say, that the sidewalk is at the same level as the road, the speed will be limited to 20km / h. In the school environments and streets in which there is an educational center, the speed will also be a maximum of 20km / h at the time of entry and exit of the students.
